this is what it looks like when the teacher doesn't actually know what they are teaching. i would bet they have a sheet with 3+3+3+3+3 on it and an array of the specific arrangement required. no functional understanding of mathematics in any form.

By our standards, yes. But they were, for lack of a better term, "given" those communities with infrastructure pre built. This is more an attempt to engage in some urban sprawl. And if they are the ones living out there, they will have to build their own stuff. Thereby learning the true value of something and become able to appreciate it. Or it will turn into more crime infested shitholes, who knows!
