I went with a hisence sero pro 7in tablet. I tend to just watch youtube videos on it with light web brousing. it came with a tad of crapware, but not even close to the amount windows does. I am sure it has a few security flaws, but for what I use it for it works fine. Price was 60-70 bucks, 2 years ago. It hasn't blown up or caught fire or even cracked a screen for me.

I dont think touch screen controls would be good enough for most people. something simple like dive kick or single player like one finger death punch could easily pull it off, but I think streetfighter would need buttons or a controller add on of some sort. Something as old as the N-gage had king of fighters so the power to run it on modern phones is definitily there.
