This is a counterflow tower, most likely a large natural-draft tower.
The cardboard-lookalike is called the fill. Water sprays out of the distribution network above, then flows down the fill as a film. Air flows upward, cooling the water and evaporating some of it (which cools the water as well).
A 1000 MWe unit evaporates 7,000-10,000 gpm from such a tower.
These towers are hyperbolic, not because of airflow inside, but because it gives the tower great strength with easy construction (a hyperboloid surface like the tower, each point of the surface is at the intersection of two straight lines!)
These towers are often 500' tall.
Not so fun facts:
The makeup water usually sucks up fish eggs with it. These fish grow up in the tower water basin, making maintenance disgusting.
(Fish usually not, there are lots of screens to prevent that. Fish gum up pumps.)
Sometimes deer manage to get lost and end up in the water basin. Also not fun to clean up.

I find this pretty funny. IIRC, r/ainbow got started after SJWs took over r/lgbt, and started implementing 'safe space' policies. r/ainbow just wanted free speech. Those who don't know their own history...
