I was told before ultrasound appointments to have a full bladder. Each time I forgot because I'm used to going to the bathroom before I leave the house. Still, the tech told me it was fine because I was skinny. They really only need the full bladder because it helps the baby become visible under all that fat.
Imagine having to scan that blob of fat.

No, it isn't criminal to have people with bloodborn illnesses prepare food.
I also don't think it needs to be. For one, everyone should throw out food any bodily fluid of theirs might have touched whether they're sick or not. Second, I've never heard of anyone getting HIV from a restaurant so it doesn't even appear to be an issue.
