Somebody's doing the raping, for instance the following Florida police officer was caught for molesting and raping 20 undocumented immigrants:

Undocumented immigrants are a highly vulnerable portion of the population because they can be continually threatened with deportation and often have a poor grasp of the law and language.

It's not clear whether they are actually committing high rates of murder or if police and prosecutors are simply more like to name them as suspects in order to get higher rates of conviction.

It's important to keep in mind that user you are defending is a self-admitted future mass downvoater:

"When I get enough points, I'm just going to downvoat those guys mercilessly."

We shouldn't rule out the possibility that the downvoaters are actually people like you who also dislike downvoating, but whose tactics differ.

It's possible that they decided that engaging in preemptive mass downvoating against a self-admitted future mass-downvoater was the lesser of two evils.

The problem is not the users. The problem is the use of arbitrary fixed constant integers such as 100. Promising a reward or unlockable ability upon reaching such fixed numbers will always create an incentive for users to game the systems for votes. That is, whenever you give people a positive integer to reach, they will treat it as a game and try anything possible to reach it, and not bother trying to interpret the reason that the game designer had for introducing it.

One possible solution would be to issue users a scarce quota of downvotes at a fixed ratio to their quota of upvotes, which are in turn continuously issued at a fixed ratio to their comment score. Then the site introduction for new users can simply explain that everything is determined by your comment score and there are no magic numbers you need to game to reach.

Determinsticly Scaling Voting Quota

An additional improvement to the interface I believe, would be to include a decrementing counter for both upvotes and downvotes in the top right, which shows how many upvotes and downvotes you have left to spend.

Your upvotes and downvotes then continuously regenerate, similar to health points in a video game, at a rate of say, 5% of your maximum available upvotes and downvotes per hour. Which means after 20 hours (approximately one day), your available downvotes and upvotes will have returned to your maximum allowable upvotes and downvotes as determined by your account's comment score.

To expand on what you've already said, there is some evidence that the infant brain builds itself by looking at the behaviour of other individuals it considers itself to be the same as (or identify with)

Then why don't the majority of children experience strong sensations of gender identity until reaching puberty? Perhaps a simpler explanation is that it is primarily modulated by hormones?

A male boy looks at other other males (especially his father) in order to figure out how he should act, and what kind of a person he should be.

What about single parent families where a boy is raised by a mother and a girl is raised by a father? What about same sex families where a boy is raised by two women or a girl is raised by two men? Do we have strong empricial evidence that children raised in these environments are less likely to be cis-gendered?

Wealth has always influenced the political system, it is a romanticization of the past to think otherwise:

A least with Citizen's United now it's out in the open. When people see political television advertisements paid for by billionaires, they become aware that the already occurring propaganda actually exists, it's explicit, and they can start discarding it as noise.

Once that happens, people will start classifying political advertising as 'spam' and the people who pay for them as 'spammers', and seek out more productive channels of information with better spam filters, which in the long run decreases the probability that voters will be affected political propaganda entirely.

By individuals I typically mean some sort of mechanism to distribute shares back to workers \ employees. A charitable trust fund is certainly possible but it requires a lot of creativity, oversight, and time to setup correctly which is why most of these billionaires don't get around to it until they are retired and have the free time to do so, so the 'lazier' option is to simply hold the shares in their own name until they have the time to figure that out.
