Here's the real question - is arrogance illegal now, except when used by LEOs?

Of course people shouldn't break the law...but law enforcement officers do not / should not have the right to also be judge, jury and executioner in the performance of their duties. That means it is not their job or right to inflict punishment, whether or not a law has been broken.

In Pennsylvania Ex-sheriff Edward Bullock's child sex assault case
"Former county officers gave depositions claiming Bullock's sexual transgressions were widely known among county workers and were often used as a subject for jokes, but nothing was done to stop Bullock from preying on boys."

Perhaps you mistook my meaning - executioner meaning "person carrying out the sentence" - doesn't necessarily mean a death sentence - could just be a beat-down.
I'm not sure "rare" is really the case here in the U.S. It is pretty darn rare in Sweden, but not so much here. Whether or not they are justified or not is another question, but honestly, the term rare is a lie.
I agree, of course, that police don't have to allow people to shoot them or attack them. Your comment makes it sound as if everyone is trying to convince you that we should all be allowed to go around killing and maiming police officers.

You might have something there - if the damages awarded from law suits against bad cops were taken from the union pool, more good cops would be putting a stop to the bad cops.

Just to clarify - you are saying that "ghetto monkey behavior," is illegal, and punishable by detention. Is this a federal or state or local crime, and what exactly does it entail?
