No that's not a power you want to give the government.
While it seems like a very reasonable measure sooner or later that test will be used as an oppressive tool by the government.

Better answer go back to teaching civics (not just government) in schools.

Government hand outs.....
Much of his personal wealth has been driven by the government heavily subsidizes his businesses (after paypal).

Black privilege. Culturally they don't seem to buy into tipping. Granted they aren't the only group who does this TBF. Foreigners from countries where tipping isn't a thing don't tip remarkably well even though the custom has been thoroughly explained to them.
According to WaPo many black people don't realize what the proper tip is.
The other half is unknown but likely a combination of inferior service (although this isn't strongly tied to tip amount) and other unknown cultural/economic factors.
[edit] I say inferior service because it is self reinforcing. You have two tables one with a white family and one with a black family. You know that on average the white family is more likely to leave a better tip so you pay more attention to them. On top of this as was explained in the article better servers will avoid restaurants with large black clienteles. On top of this is aggregate experience wherein black people have conditioned servers (race neutrally to be noted) that they will not tip them as well so over time they get worse service. This in turn justifies lower tips. It's self-reinforcing.
