I thought the context was a mess. If his statement is true why does he apologize right before he says it? I am more offended by his need to invoke the racism of our founding fathers to pander to his base. The question was clearly about racism in contemporary America. I don't think the 3/5s clause has been relevant for awhile now.
In fact I think his answer is very revealing. He wants to bring healing by reminding us that at its core America is racist from its inception.

I think $25/hour would be even more fair. Shoot lets do $50. That would be some awesome market stimulus. Imagine all those minimum wage workers pulling down $100k every year.
I am not picking on the parent post, I just never understand this incremental approach to job destruction. Why not let individuals decide when a job pays too little to be worth their time?
If all the evil employers are hoarding the profits, go hang a shingle.
