Yeah. What about having a candle twice the size to begin with and filling the tube already? Alreay this will not burn very well once it's mid-tube and it'll blacken the tube nastily.

Not as well as you might think. Wax is consumed to power the flame. So right off the bat, the wax pool is going to get smaller and smaller with each burn. Next: When the flame doesn't have a pool to burn from, the flame burns hotter thus causing the wax to melt more quickly. So you'll wind up with a candle that doesn't last very long before you need to swap the candle around. Third: The wick is consumed. So you'll need to add a fresh wick each time you burn to ensure that it's done right.
Could it work like the picture? No. But it would work to a degree. Cheaper and easier to just buy new candles :-P

Now put like a 20 foot string at the base, so you just keep pulling it up to form a really long candle until the wax runs out.
