Have you looked at various DIY suppliers? You could get Raspberry Pi, and get a touchscreen module to connect to it.

what is preventing you from running virtually? vagrant makes setting up a dev box a single command once it's all set up.

I don't want to use android, plus it would be slower than running natively.

For dev work? You'll want an amd64 unless you're getting an arm64 chromebook with a touch screen and those you can chroot into a shell.
