Shutting down the dark net is litterally the same thing as making sites that arent listed by search engines illegal... Granting complete control of the data on the internet to corperations. Which have backdoors the govt has uncontested access to. Bad idea.
Freedom to communicate electronically is 50% of what makes the internet empowering, and encryption is the other half. If they take either of those, the internet becomes about as useful as facebook.

"Study shows..." I love that. "Studies show" has been the best way to get false information out to common folk. Many "studies" are prepared with skewed or completely false information, and they later have to be retracted to correct them. That there is even a site called "retraction watch" tells a great deal.
