the ability to see a positive outcome by retraining behavior in the present for future benefits

This is the exact definition of reinforcement theory. Punish a negative response, it will decrease the chance of that negative response happening again in the future. Praise a positive one, the chance will increase for that positive behavior to happen again.

ultimately that fault lies somewhere in the processing of the brains of those people.

Agreed. Maybe with some other readers of social learning theory along with reinforcement theory, positive changes in behavior can be made. It mostly comes down to behavior modification, which is a huge part of this and what I look up and read about on my spare time.

by retraining behavior

Sorry, that was supposed to be 'restraining behavior'. That 's' makes a huge difference in my meaning. But I agree with your statement with my statement as is. Be it from retraining or whatever methodology is used to get people to act in a more logical manner, be it behavioral therapy, medication, or even stem-cell or DNA therapy.

I am a little bit more to believe that the issue lies in something of biology that may not be easily overcome by behavioral therapy alone. Unfortunately we still only have a minimal view inside the black box, and even what we do know is hard to develop biological cures for.
