Doubtful, the folks over at NORAD say no. This is a group of people who make it their buisness to watcht his sort of thing. Fuckups happen, espeically when admiting mistakes is hard in your society. I suspect design flaw which caused a boom. This isn't the worst altitude band for this to happen in, but not great either. Collisions in the area of 780km are of greatest concern, this bird flew around 575km up.
