Well, the New Deal created huge public infrastructure works during a time of depression putting people to work and creating roads, hospitals, government building etc. So it is quite possible. Just nobody feels the need to pay for it. I mean a Tesla can go 200-300 miles without a charge. Charger stations which are popping up can charge a car in around an hour. So even if you are on a trip you stop to get lunch, pit stop whatever, and very few people are going to be driving 12 hours a day in their compact sedan.
I don't see every human ever owning an electric but it's quite possible to create the infrastructure on top of what we already have.
