Here's the full context, which I believe shows that yes, in fact, certain items have been banned entirely. Other requipment, like riot gear, now required some sort of sign off.
The banned items are tracked armored vehicles, bayonets, grenade launchers, ammunition of .50-caliber or higher and some types of camouflage uniforms, according to a report released by a White House working group that made the recommendations. Good there's going to be some checks on gear. When you see artillery gear being eyed for possible use you know your police service might be going a bit heavy.
