Yes they're ugly... But they serve a purpose.
Just like any tool, many people will buy something cheap from Harbor Freight, some Craftsman, others Snap-On. If I have to help you fix a drawer at your house, I'd rather you have shit tools than none at all.
There are a ton of great handguns available under $300. However, if someone wants to buy a Hi Point and can't justify of afford to spend more, I'd rather they owned a budget gun than none at all.
Well, for 200 you can find a decent used shotgun which serves as a multi tool. But for ccw, yes. Anything that goes bang is good. Even a 22 is better than nothing
