The UN would never dare to anger China. A un resolution is peanuts compared to what China can do. China is notorious for not meddling, unlike the US that sticks their nose everywhere.
China wont do anything unless NK attacks someone and even then its uncertain how they will react

. . . They signed the resolution that was a public condemnation of NK's attempts to arm itself with the ability for long ranged nuclear strikes. Doing nothing puts them in a very awkward spot diplomatically. Making a public statement about it condemning it again results in aggressive US foreign policy. Making a public statement defending it results in an even more awkward diplomatic position. Most of the times that China just does nothing and the UN doesn't care are about low key stuff, not worth angering a member of the security council over. People are going to care about this - All of Asia and most of Europe are included in that nuclear strike range. That's a big deal for a lot of people.

Except that in 1950 Communist China invaded Korea with 250,000 troops to keep the Communist regime in power in the North. And ever since they have been aiding and propping up the Communist NK dictator in every way possible and forcing people who escaped NK into China to return to NK to be tortured to death. Other than that they would never meddle in other countries. Oh wait. Tibet.

This is regional territorial bickering for China. I meant international affairs that doesnt concern Chinese territories.
