TLDR: A new law from 1st March says that municipalities have to provide housing for the "refugees" (previously, municipalities that didn't want to could say no to providing housing for "refugees"). Now they are forced to, so in order to do this some municipalities have to buy villas to house their "refugees", costing them millions of Crowns (Swedish currency).
Housing associations have no power to stop this, since it's illegal to deny the municipalities to buy from them and also illegal to prevent them from renting the houses they buy.
