I'm not talking about the payload, I'm talking about the missile itself. ICBMs rely on constant maintenance and updating,and both are extremely expensive. Engineering wise, making a nuclear weapon isn't difficult. Getting it to fly halfway around the globe and hit even close to your intended target is incredibly difficult, and this difficulty becomes astronomical when you couple the fact that its military hasn't been properly funded since the early 80's.
They are definitely modernized. Here's a year old Brookings institute article on it: http://www.brookings.edu/research/opinions/2015/03/17-russia-nuclear-weapons-modernization-pifer Why would they not keep their nuclear arsenal up to date?
