Is it really still just a conspiracy when they state themselves what they could do with that kind of information?
Also, how many of the current supreme justices do you think would vote that the constitutional rights don't support thought as private? Or free thought? Or at very least, protected under the 5th amendment?
To be successful, this technology has to be hidden away until the time is right. Right now, precedent would be set to make that kind of usage illegal.
