I made one to kill the Holnareem, but nomenimion stopped playing, so I set it loose in the underlands

The Ravager will form a sort of weather for the Underlands, a place that has no harsh winds nor heavy rains. An occasional storm of devastation. This will provide some variety to cave-dwelling life. Some. Spice.
I am not yet certain how I feel about this guaranteed safety of one quarter of those encountered, as this ensures that the healing flowers that bloom around the Ravager are harvest-able with a sort of great ease. Though the sacrifice of one's companions for this healing is a worthy one, there is always the risk of mortals deciding to surround themselves with expendable slaves... Well. If such a measure is one they would take, then so be it. It will be interesting to see how mortals react.
Aye, and aye again. Let there be a skulking darkness once more, harsh, yet survivable, by the fortunate and the ruthless. After all, one does not need to outrun the ravager - one needs to outrun three quarters of one's companions.

Though I do not much sound like it, I suppose, for the most part I agree with your approach. An unsurvivable storm is an execution, not a trial; This way, although the struggle with the beast itself is largely futile, there is the struggle with one's compatriots to consider.
Taken from that angle, it is a worthy thing.

The Twin Eyes listened to the blessing. There was a danger here, to make them only kill three quarters of those they find. Such a situation may lead to exploitation.
A small suggestion is in order. If the Ravager is attacked, actively hunted by those who wish to destroy it, allow it to bring down all those who wish it harm. Take its vengeance on those who would have it slain.
A Ravager still needs to defend itself.
