The question is too vague and lacking context. That's like asking if art is a privilege. What part of art? The creation of art, the viewing of art, or access to the materials necessary to create art or the facilities necessary to view it?

Therefore, if gaming is a privilege, so is music, movies, tv, sports, books (non-educational)
