The original quote is more eloquent. I heard it on a talk by thaddeus Russell. He was talking about classical liberalism and the self regulating individual. There's a long context leading up to the quote but the tl;dr is that the classical liberals were right. The only way to make small government work is in a society where government isn't necessary. You don't give them an opportunity to invite themselves in.
