By build I mean getting the hardware to work properly. Kind of like drivers for GPU's, sound cards, printers, etc, etc. Currently for the One Plus One these features don't work:
OPO is probably one of the biggest android development community based on the openess of the hardware and the freedom given to the user. The Ubuntu Touch porting has been in progress for almost a year now to brind it to the OPO. Once a stable build is released for the OPO, there will be a much larger development community for Ubuntu Touch, which should pave a way for new distros to be released, it'll be linux essentially for mobile phones.
For a new OS to spring up and stay in existence is going to have to be a major game changer and with some cross platform support. Ex. ability to run Android apps in its enviroment.
