If you need a heavy occupying force to curtail sectarian violence, then the country wasn't stable. I do think Obama made problems worse, but Bush had zero interest in solving the Sunni problem. He, at the very least, turned a blind idea to Malaki's brutal mistreatment of Sunnis, exacerbating sectarian conflict.
Bush was ready to push Iraq off on the next president by the end of his second term.

We don't police Germany and Japan as an occupying army.
I honestly wouldn't underestimate Bush. He wasn't that stupid, or at least his administration wasn't. They knew what they were doing, and made their friends billions doing it.
Obama wanted to be the President who brought our soldiers home. He was more concerned with his legacy than the reality of the situation. And then he decided to get into cold war politics with Russia. I'm probably not privy to enough information to understand that one.
