Because specific groups in the U.S. make unbelievable amounts of money off the drug war, that's literally what it is. Politicians get money and political clout by scaring up voters with the war, businessmen do everything from selling the drugs to the arms used by cops to intercept the drugs and then the prison space to house the average guy whose life is ruined in the middle, and cops get money from cashed seized and slick toys for being ''crime fighters''.
Quite literally the case of three of societies strongest groups picking on the weakest, the average person who is too dumb or too weak willed to not get caught up in the net. If this was a war about morals or something, you'd go to the hospital/rehab for drug problems of any kind or a safe place to use them, you wouldnt go to club federal prison for 40 years up river. Mexico is now a big narco state because the U.S. has built an entire industry that profits from it in various ways.
