They give people the choice to omit the baring of arms and instead give them the choice to vow to help in a non combat role.

There might be some confusion here, we are talking about the oath one takes during the naturalization ceremony, not the other thing commonly known as pledge of allegiance (not sure about the correct terminology here)

edit: fixed the quickly-typed-on-a-mobile post - and replaced 'oath' by 'pledge' - correct name of the other text.
