I'd rather collect their hearts and ears.

I hear the US army use to pay $20 in gold for an injun's scalp. What should be the going rate for an ISIS head?

Buying scalps was something the English introduced to the Americas. Just like slavery.
Personally, I wouldn't pay anything for them. I'd be content in knowing they feared their fate if I caught one.
Don't for a moment think that an there is any moral high ground in an asymmetric war. That's why the US and france got their asses kicked in viet nam. They were both fighting with tactics not suited for their opponent.
If your opponent has no hesitation about causing devastation and terror in areas you "supposedly" control and murdering non-combatants, then you must respond in kind in areas where they have local support or you'll lose.
That's not political, it's just a fact. That is how war works. Fair play is reserved for those who play fair. Military targets are fair game.
Edit: added viet nam

Ahahahahaha ahhahahahaha ahahahhaha
So how many wars has that won, huh?
We just need to win over the hearts and minds of young Turks to stop Constantinople falling!

ISLAMIC people as allies against ISLAMIC State?
Winning allies over does win wars, and ISIS already won over Islamic people as their allies?

You wanna defeat ISIS do what the Sri Lankan military did in 2006-2009 to the Tamil Tigers, it ended a 20 year terrorist insurgency killing between 15,000 to 20,000 terrorists. Start at one end of the country and go on a brutal killing spree until they are all dead or capitulate. Unrelenting brutality works it has always worked, war is hell and it should be fought as such.
