The US Code is impossible to know in its entirety. You are innocent until someone dislikes you, at which point they search your records for any crimes they can come up with. And guess what, the NSA has ALL your communications to dig through for criminal behavior, most of which you wouldn't even have known was criminal! Also, intent is no longer a defense. As long as someone in power dislikes you enough, you WILL go to jail for as long as they please, because we are ALL guilty of something. You know, unless you are really quite wealthy, it's really easy to understand the scope of tax law that applies to you. If you're really nervous you can even pay a relatively low fee to have a CPA prepare your taxes and put his own ass on the line for you. All this comes down to is pay the taxes you owe, and you'll be fine.
Yes, I've dealt with the IRS before, and no, the letters they send when they think you are wrong aren't nice. And in my case when they found out THEY were wrong, they sure didn't apologize. Their customer service is a bag of moldy dicks. That doesn't mean they're irresponsible tyrants who abuse their power. If you pay your taxes your passport will be fine, just like your home, your paychecks, and all the other things they had access to before this law was passed will go unmolested by them as long as the taxes are paid for.

If someone in power doesn't like you I'm sure it's trivial for the IRS to "prove" that you meet the minimum requirements to revoke your passport.
