well if you consider everything is moving in that direction, it is probably good that there is no law against anyone hacking and using the information. this is the only reasonable way to put the onus on the companies making the products to create secure products that cannot be hacked and used by the government. it also puts an economic demand on such secure measures and punishes those who do not use them or punishes idiots for not checking the security of the devices they purchase.

It's not really an article about children's toys, it is an article about smart devices that have cameras and microphones that are hooked up to the internet and can be remotely accessed by a third party:

"The same would go for any “smart” appliances in a person’s home as well."

Any "smart device" in a person's home can be hacked into and viewed remotely (such as your "smart" TV), and some children's toys are incorporating smart devices into them. The author just wanted to come up with a catchy title, so I think he focused on the children's toys aspect for the maximum creep factor.
