my resume from hibernate seems fully reliable now. all i did was add
GRUB_GFXPAYLOAD_LINUX=keep
to my /etc/default/grub and change the line
GRUB_CMDLINE_LINUX_DEFAULT="quiet splash"
to
GRUB_CMDLINE_LINUX_DEFAULT="quiet splash intel_pstate=disable"
it might be cargo cult troubleshooting to assume that this fixed my problem, and my sample size of hibernation cycles is too small to reach any definite conclusions, but i like to asume that the changes to grub fixed it (among a few other things) and i hope i didn't jinx it by posting this.

Looks like some bug in a subsystem. Try a newer kernel, unfortunately I can't help you with that from heart on Mint.

Which is the newest kernel available for mint.

And pretty much the latest kernel anyway. You're out of luck, it will likely be fixed somewhere in the future but there is no telling when.
