I could believe that she's been told to lose five or ten pounds or tone up a bit for a role. Is that calling her fat or fatshaming? No. It's called looking the part for the role you want to play. She dyed her hair for Hunger Games. How is that any different from being asked to lose a reasonable amount of weight or work out a bit more to fit the body expectations for a certain character?
Has there been an emphasis on women in Hollywood to be thin or fit? Yes. But when you've got hundreds of women willing to work their asses off and do whatever it takes to make it to the big screen, can you blame staffing directors and producers for wanting the absolute best for their movies? Unless you want to be stuck in the token fat roles for the rest of your career, you adhere to the asthetics of the time or you find a different line of work!
It's not that hard to be toned or at a fit weight. It really isn't. It just takes a little extra effort and willpower. That's all. If you can't do even that, then you're the one to blame, not society, not Hollywood, not anyone.

The prior movie was pretty good; I expect the current one to be good also.
The premise is quite ridiculous, but it is good enough to make you forgive that. Also, the Hunger Games 'universe' allows for a lot of backstory and fan fiction. I've never been into that stuff, but I love worlds that are complex and hashed-out enough to support it. The Matrix, for example, really missed its chance to build a comprehensive universe where fan fiction could flourish. It could support something a bit like steampunk, except where electricity is used while computers are not. That would be pretty cool.
