I agree with that in general, with two caveats.
Firstly, on public transport I think it's OK to answer a call for a brief conversation (i.e., I'm on my way, I'm running a bit behind, do you need me to pick anything up on the way, etc.) but not an extended conversation. Especially not a loud one full of personal details.
Secondly, talking while waiting in line is OK as long as the second you are actually dealing with a cashier or whatever, you put your fucking phone down and don't hold the line up for everyone else you ungrateful entitled little shit.

...generally true, except, while on public transport people who carry on extended conversations tend to be classless trashy people. No one wants to hear your personal conversation, and you're forcing everyone to do so.
