Here's my solution: Carve out a 10-square mile "Green Zone" near the Syrian border where refugees can go and not risk the perilous, long journey across seas or desert terrain. Syrians will already know how to get there instead of blindly following human traffickers to their deaths. In this "Green Zone", they will be protected from Russia, the Assad government, the rebels fighting Assad, and most importantly, ISIS by U.N. peacekeeping forces as well as a European led coalition . No-fly zones will be enforced. Everyone will have to pass through checkpoints leaving any weapons behind. If there are ISIS terrorists who slip through, they will have to kill hundreds with plastic forks. If the European countries choose to slowly and methodically take in some carefully screened refugees, they can. Meanwhile, emergency food and housing will be provided in this safe zone. This will certainly be cheaper than housing refugees in shelters in Paris or Sweden. Safer for both refugees and local citizens too.

C'mon, you can't just throw untrained civilians into a fight with ISIS. And do you really want to train civilians who may use your training to kill your people later? Did you know the British trained Jews to fight in WWII and in return, those Jews used their training to kill British soldiers and Palestinians when they seized the land called Israel? Of think Osama bin Laden and the training we gave him.
