Is this actually going to have a meaningful impact on water usage? I remember reading some statistic that said even if residences cut their water usage in half it would be less than a percentage point change in overall water usage, since the majority of water is used by heavy industries.
Not to say people shouldn't conserve, because obviously being wasteful helps no one, but why not look at where we can have major impacts before we start worrying about the tap water in restaurants?

New York had the same law on the books for years. It was changed in 2014. Link
