California is amongst the top-paying ranks, but they shot at a small pickup containing a tiny Asian woman and her elderly mother, injuring both because they mistakened two tiny Asian women as an African American man named Dorner. It wasn't even a similar truck.

Then they went to burn a house containing Dorner, inherently burning him to death.

Police brutality doesn't seem to be correlated with anything in this figure.

Looks more like a correlation to Cost of Living in the areas to me. Higher wages are simply the price it takes to attract and retain any employee in these areas, (more or less) regardless of profession.
