how on earth did this glaring flaw get past the ACCC

This? Not sure how the name of a product like this would fall under their purview though.

Regardless of your opinion, it's still an era-defining first generation Playstation game. Sure, it doesn't support the Dual Analog/DualShock controllers; but the Dual Analogs didn't release until six months after the initial release of FF7. As for the story, much of the reason FF7 still holds a place in many gamers' minds or hearts is because there are very powerful emotional scenes throughout (as well as some very frustrating encounters that are equally memorable). I think some plot lines only feel convoluted or nonsensical because they were cut, unfinished, or lost in translation.

With regards to your technical complaints, I just don't feel they're valid.

Feel free to not like it, but let me pose this question to you: Is there a specific movie from before 1995 that you enjoy more than the average blockbuster that's been put out in the last five years?

If there is, I guarantee its SFX and general cinematography would be considered mediocre at best if released today.

The Music sounds exactly the same.

Exactly, if you judge it by today's standards it's terrible, but at the time it both looked and played amazing.

Even the original Need for Speed on the slightly weaker 3DO looked better than this.

I'd say that one aspect can still be judged by today's standards and hold its own: the storytelling. Maybe the story isn't perfect. Maybe the story would be worse with the cut parts restored, but the act of telling that story still rivals the ability of story-driven RPGs today.
