This isn't anywhere close to new. Caught a Slashdot article about it years ago, although that was about how hackers could build a MITM device for less than $1000 USD. IIRC, GSM is supposed to be encrypted by default, but this isn't actually implemented by anyone. And I expect by now, this sort of surveillance is so entrenched that it's never going to happen in the U.S.
