thing that comes to mind is, when a plane is found to be blown up and in pieces. why do they need to conduct a major investigation to know exactly where the boom happened? i mean, they saw where the metal parts had perforated the cockpit. and then, why do they need to take it back, reconstruct the plane, to come to the conclusion they already had. its so extremely overdone... is it to hide that they cant answer the obvious question? who did it? and as we saw, many commercial planes was in the area, why was this one singled out....

Some answers... But still many questions remain. They did not have the mandate to investigate the ultimate question: "who was behind this attack".

Just as with the NTSB and other transit safety boards, the criminal investigation aspect is always handled by another agency. Often the two groups will work together, but it's not like they were denied the mandate to investigate the criminal aspect just in case. They never have the mandate to do that.
