Answer: Probably. There are a lot of sites out there that don't like the free speech Voat offers. They have a lot of cash between them, and I wouldn't put it past them.

Plus, it's much easier to start a DDoS than it is to stop it.

Seriously. All these sites have a ton of servers between them, it wouldn't be hard for them to do a massive DDoS.

Also, even if no one at reddit goes for the bounty, the mere story of "Voat offers a $250k bounty for proof that reddit has been illegally attacking them with a DDOS for five months straight" spreading across the web would still make it worth the effort of offering the bounty, because it would make so many more people aware of the truth even if the hard proof isn't available. Ya digg?

People would pick up on that quickly. Somebody exploited a vulnerability on Imgur, causing some JavaScript to load a huge .swf file off 8ch.net whenever somebody followed a link from /r/4chan to Imgur. This was discovered within a day and was quickly fixed, and Voat is a larger site with just as many technically-minded users as 8chan. I would be surprised if there was any use of corporate resources to attack Voat.

The attack is coming from SRS and the other SJW brigades that own botnets. They are harbored by Reddit but aren't officially related. It's possible Reddit is DOS'ing voat through a means similar to the attack on 8chan by malicious code injected to Imgur, but that's unlikely as somebody would have likely discovered that by now.
