I am prone to cellulite, the fat women in my family have it really bad. Being at a healthy weight and low bodyfat, mine is not bad, but it's never completely gone away, even when I got my BF really low and my entire life revolved around gym and very restrictive dieting. That said, fat loss will always make it better. If you are extremely lean, you simply don't have any fat to ripple into cellulite, but that's generally not a sustainable state. So your friend is partially correct in that she likely will never be cellulite-free because of her genetics, BUT she can significantly reduce her cellulite by losing 10 lbs of fat.

I have cellulite because my connective tissue is shitty as hell, but losing a few pounds within the normal BMI range already did wonders for my thigh skin. She doesn't have to be an obeast to see the differences. Regular exercise is also helpful. I don't know if it also helps her cellulite, but losing some weight and exercising never hurts... she can still get treatment after she stuck to the DIY path long enough.

I've seen plenty of thin people with cellulite, its the layer of fat above the muscle and below the skin. Obviously, the less fat on your body the less likely it is to be visible, but once again someone can be perfectly healthy and still have cellulite visible.

To my knowledge cellulite like stretch marks are largely determined by genetics, and targeted treatments are the best way to minimize them.
But your friend would clearly benefit from working out and losing weight to tone up and make it less noticeable.
