I don't know if I'd agree, I think there's always been a lot of crap from Hollywood but we've had some great movies in the past few years. I think it's more that TV has greatly improved in the past 5 years, raising their game to be competitive and not just shit out a constant stream of reality shows and actually investing in some good content and backing it with solid production.
TL;DR: Hollywood has always been equal parts shit & greatness. TV was always shit, now TV is trying.

I don't think it's TV trying as much as it is as having a larger breadth of competition. AMC, FX, HBO, Showtime, and Starz have been bringing it harder in the last five years than almost any decade of traditional network television. Some of these shows are getting near theatrical budgets. In the same vein is Netflix, Amazon, and Hulu all also bringing their own original shows to the table.
I like the direction a show like Agents of Shield is going in using their own plot and still able to stand on its own yet still being able to integrate into the big screen side.
Hollywood is still doing Hollywood things and like you said it's equal parts shit and greatness. I think in the end there's just more blending now thanks to Breaking Bad and Game of Thrones showing just had far television can go with a show in terms of viewership and story telling. The key lesson I see for any new television show is to have a vision of a story with a clear begin and ending. Most shows all start to suck ass around the season five or six mark and right now this is my main concern for Game of Thrones, but at least it's following the books mostly still and should see an end around seasons seven or eight if it goes that far.

Hollywood has been churning out so much drivel it does not make sense.
A sign of their decline: They now add CHINESE actors on the main billing, even if that actor has only 1 or 2 lines. This of course is to ramp up Chinese sales.
One example: mission impossible rogue nation. Zhang Jingchu received top billing but appears in a modest role as a polygraph operator
