Yep. This problem is semi-solved now with MTP, but in my experience MTP is a pile of crap. With MTP, the PC does not need to support the file system on the Android device because MTP is a higher level protocol. However, MTP fails to send files all the time. You're much better using FTP. It always just works, and it would even work if you wanted to use something like Windows 95!

Doesn't matter. The phone represents itself to the PC as a mass storage device or as a MTP media device. Either way the phone's software has ample opportunity to translate to a standard block transfer protocol.
Edit: Unless you're planning to transfer files by taking the phone's SD card out and putting it into a reader in which case I think the above is a reasonable work around.
