The entire premise of the article seems to be that we have somehow failed black children. Author even asks where we went wrong.
Compare that bullcrap to the endless stream of classroom chimpout videos and realize that the ny times is projecting a false narrative. This is like yesterday's v/niggers posts about the rich, white liberals who won't send their kids to black schools.

When I take my little nephew home from school on the bus and subway, the white, Hispanic and Asian kids all have an adult taking care of them, and they are usually using their commute time to get a headstart on their homework.
The black kids roam in wild packs, screaming, fighting and harassing everyone around them. Sometimes they dart into stores and come dashing out with stolen chips or candy.

Liberals keep wondering what they are doing wrong, and they will never find the answer, because they just can't acknowledge that niglets are dumber (and/or lazy). Sometimes, one's values aren't compatible with scientific fact; it happens. I have no doubt that any non-blacks that had the exact same teachers that the niglets had will still do better. Back in my blue-pilled days as a high schooler, I couldn't explain why I wanted to avoid working with nigs on class projects. But deep down I knew... they are dumb as rocks, and lazy as a sloth (no offense to any sloths). Oh, and they had rape ape faces.

Because the IQ gap is growing wider.

Yea it is growing, through dysgenesis. also from what you said as well but dysgenesis has a bigger effect. Even with that though, the IQ differences will stay the same, since the increase the gap has stayed the same, when it decreases it will as well, proving that it's genetic in origin.
This is fucking pure shit, I grew up in a lower middle-class household (Households that earn between $25,000 and $75,000 represent approximately the middle half of the income distribution table) my parent brought home a little less than $23,000 a year. I had no problems in school, the reason I did so well was because I was one of 45 white kids in a nigger infested elementary school compared to their scores I was a genius. In middle school I scored near the highest because no Asians and too many nigs nogging to keep count. And high school was a breeze 14 niggers in the whole place. It had nothing to do with socioeconomics my lack of funds never hindered my ability to open a book and comprehend the words in front of me, pure sjw Jew bullshit.

It isn't "class", it's culture. If you have a culture that values the acquisition of knowledge and aspires to always do better you learn more. On the other hand, when you have a culture that rewards sloth and indolence all you get is ignorance.

It isn't culture, it's genetics. Culture is influenced by your genetics, ie intelligence.

This is true. Back in the 70-90's going to college and being smart was considered "prosperous" and "bettering one's self". Now we have youtube idiots spouting "You don't need to go to college! You can start a business! Join our pyramid scheme! Work at home!" Our culture is moving away from education and more towards get rich quick schemes that fail and many Americans are falling for it.
