I'm fine with that. Congress is one of the most useless parts of government to ever exist. They had ONE job, and they can't do that.

He is not blowing off Congress. In actuality its that his P.R. team is very astute, and they know that Congress is incredibly hated so it would make the pope look bad by association if he seen rubbing elbows with a known pariah.

The realist in me is waiting to see if the Pope will also be dining while his personal press photographers and personal journalist to promote the event in the same way they did when he "took a trip on a bus like a normal person".

There's nothing more important than personal press photographers and journalists when you want the world to see how humble you are! /s
