Dictators provide stability. Look at Assad's father, in his massacre of 1982. He destroyed Islamic fundamentalism in 1 day. A normal government could not achieve such things. In disturbed regions, dictatorship is vital. When stability comes, then, only then, can democracy even be considered. (And, side-note, Assad won hands down in the last elections, observed by over 30 nations, including US).
