To be honest, it's weird that she was described specifically as a mother in a title, too. Usually they wait to tell you the individual is a parent until the actual body of the work. I've seen plenty of articles that declare a man a father, people hate to see parents dying. I wonder if she was a single mother, since single parenthood would make it even more sad, but I guess then it would say "single mother killed by the police" and not just "mother killed by the police."

I got an off vibe from it too, and couldn't get why it was written up that way. The simple answer may be just crappy writing/reporting.

I can't recall a headline or news item in which a male victim of violence is pointed out as a father as if it is a special complicating condition. Can the subverse provide comments or examples?

I see that quite alot, most recently a few hours ago in a piece about that Syrian soccer coach who was tripped up by a photographer.
