Well it looks like there was in a Bitcoin Jesuses case. I suspect an application for citizenship would be unceremoniously turned down with no recourse to the foreign national as well.

A former citizen is no different from a foreign national, other than the record of having been a citizen.
Obviously there is a distinction, but in the case of a country being "independent" from someone, there is no difference between former citizens and foreign nationals.

A former citizen is no different from a foreign national, other than the record of having been a citizen.
