This isn't a sound dampening material. It's a set of "resonators" that are canceling out the sound in the room. They're basically just more speakers putting out soundwaves designed to cancel out the waves they're being hit with.
Let's say you're at one end of the room and the speakers are at the other. You yell. Someone standing between you and the speakers will hear you yell, but the speakers are going to hear it and then immediately emit a wave to cancel out the sound so you won't hear it bounce off the wall behind the speakers. These devices will "absorb" sound but they don't prevent it from ever being emitted and they aren't something you can line your floor with.

The whole article does a terrible job of explaining the science and the picture is straight up stupid. I can't blame you for being confused.
