I think that the main problem is not languages, its locations. Because servers are location only based, you can't ensure that the community speaks the same language. Some games have divided their server space by language, and location. This is something that Riot could do, but is most likely not necessary. If they implement voice chat at any point, this may change.

You can actively change servers no matter what your location is in the launcher.

The only reason I can think of in which someone would use a server where they don't understand their teammates would be if their ping got too bad to play in their native region.

I used to get many more Spanish/Portuguese speakers in my games before the South American servers. Now when I play on NA, basically everyone understands English.
